It is the Japanese urban legend of Kuchisake-onna, also known as the Slit-Mouthed Woman.

She approached a person and asked if they thought she was pretty. If they say no, she kills them with her scissors. If they say yes, she takes off her mask. It is revealed that the corners of her mouth are slit from ear to ear. She asks if she is pretty again. If they say no, she cuts them in half. Suppose they say yes; she slits their mouth so that they look like her. Either way, she is not someone you want to encounter.
